Legislators Tour at KSD

By Leonard Hall

On November 16th during the noon hour, several area legislators will be touring Kansas School for the Deaf (KSD) to learn more information about KSD that they need to know when they are in Topeka during the legislative session.

Often, the legislators are so busy with so many legislative matters in Topeka that it is difficult to get timely information.  Budget items, teacher salaries, building projects, and other items on KSD would occasionally appear during the legislative session.

Our local legislators, including Rep. Siegfreid, Rep. Kinzer, Rep. Olson, newly elected Rep. Hodges, Sen. Karin Brownlee, and newly selected Sen. Julia Lynn, are among KSD’s biggest supporters in encouraging other legislators to support the budget, salaries, and projects for KSD.

Last year, Rep. Siegfreid was honored by Kansas Association of the Deaf (KAD) for his outstanding legislative work in increasing KSD staff salaries to keep up with similar salaries offered by other school districts in the area.

For many years, our area legislators knew very little about KSD.   When KSD supporters approached area legislators, it was an educational process to inform them about the important legislative matters pertaining to KSD.

KSD does not have a paid lobbyist like other public entities and rely a lot on KSD Superintendent and the State Board of Education staff to work with several legislators to inform them about KSD.

About 14 years ago, Kansas School for the Deaf Alumni Association (KSDAA) President Kenneth Milner and other KSD supporters started a lunch tour of KSD for the legislators.   The first tour was successful.

Every two years after the election, KSDAA would invite the area legislators and state board of education members to attend the lunch tour. The tour is invaluable for the newly elected legislators to learn a lot about KSD.

This year, there will be several new elected or selected legislators who will benefit from the tour, including Rep. Hodges and Sen. Lynn.

In addition to the tour, KAD would have political rallies held in conjunction with the local deaf club picnic.  Candidates running for state representatives and senate would often show up at these political rallies.

Political rallies would be held in Salina, Topeka, Hays, Wichita, and Emporia nearly every 2 or 4 years.   The local media covered these political rallies as these rallies are the only political event sponsored by a local organization involved with people of any disability.

Often, the legislators said they have not met any deaf person who uses American Sign Language (ASL) as the primary mode of communication until they attend one of KSD tours or KAD political rallies.

When a KSD supporter or a deaf person goes to Topeka on one of the legislative bills impacting KSD or the deaf community, several legislators would often say that they enjoyed the tour or political rally.

The community should thank KSDAA President for hosting the bi-annual legislative lunch tour at KSD.

For immediate release: Tuesday, November 15, 2005  CONTACT: Mike Hall (913) 208-7967(OLATHE, KS) - The Olathe Fire Department announces a new program to provide special carbon monoxide detectors to more than 150 deaf and hard of hearing Olathe families.  CO detectors for most people can cost as little as $20 per unit. But, specially designed CO detectors for deaf and hard of hearing people can cost more than $200 per unit. A $21,000 United States Department of Homeland Security grant, as part of the Assistance to Firefighters - Fire Prevention and Safety Program, helps fund this initiative.

These special detectors alert deaf and hard of hearing people to CO by using a bright, strobe light and audible alarm. The detectors simply plug into a standard wall outlet and require no special installation.

Deaf and hard of hearing Olatheans can apply for the program by stopping by the Olathe Fire Department's Administration facility, located at 1225 S. Hamilton Circle, between the hours of 8 a.m. and 5 p.m., Monday through Friday. To qualify, applicants must present a City of Olathe water bill stub AND a deaf or hard of hearing disability certificate or doctor's note. Direct program questions to our TTY at (913) 971-7903 or our hearing telephone line at (913) 971-6333.  Olathe Fire Chief George Bentley said, "We are excited to offer visual carbon monoxide detectors to help protect deaf and hard of hearing Olatheans."
